9. Vote to confirm the appointment of Evelyn Petrelli of Southbridge to the P&D Subcommittee for a one-year term effective August 1 through July 31, 2013.

10. Vote to confirm the appointment of Jamie Stafslien of Southbridge to the P&D subcommittee for a one-year term effective August 1 through July 31, 2013.

11. Vote to confirm the appointment of Jim Pioppi of Southbridge to the DPW subcommittee for a one-year term effective August 1 through July 31, 2013.

12. Vote to confirm the appointment of Mark Morin of Southbridge to the DPW subcommittee for a one-year term effective August 1 through July 31, 3013.

13. Vote to authorize the Town Manager to execute documents relative to the CDBG Housing Rehabilitation Program for a 2-year period to expire June 30, 2014.

14. Vote to ratify the proposed CDBG contract agreement between the Town of Southbridge and Fuss & O’Neil, Inc., a consultant fee not to exceed $37,600 for the sidewalk engineering and design for Chestnut Street.

15. Vote to ratify the contract between the Town of Southbridge and MassDOT and/or E.T.& I. Corporation to replace 1,100’ of 8” water main in the area of East Main Street and North Woodstock Road with 12” main in the amount of $225,000 of which $180,000 is for replacement of main and up to $45,000 to take any other additional actions necessary.

17. Discussion of next meeting date – Monday, August 27, 2012 at 7:00 PM in Council Chambers, Town Hall.

18. Vote to Enter into Executive Session according to M.G.L. 39 §23B to review Executive Session Minutes regarding collective bargaining, litigation, purchase, exchange, taking, lease or value of real property, discipline or dismissal brought against an individual, and, if matter is concluded, vote to release said minutes and to adjourn.

  1. I thought this meeting was going to be held in the Library because of it being summertime. Can you find out for sure?

  2. I looked in today's edition of the News and it lists the location of Monday's meeting as the Pioppi Room in the list of meetings section. I think it still needs to be fixed on the agenda so that people know where the meeting will be held otherwise it opens up a can of worms, right?

      It's too bad the 'new cable crew' is going to have to endure this type of crybaby snivvling for the rest of eternity, even if they do a good job.

  4. These items should be on the agenda soon:
    How will the Bay Path addition change our tax rate?
    If the town can not sell the old town barn, the water company building and the Wells Jr High building in the very near future, how will this change our tax rate?

  5. I am particularly interested by agenda item 18:"18. Vote to Enter into Executive Session according to M.G.L. 39 §23B to review Executive Session Minutes regarding collective bargaining, litigation, purchase, exchange, taking, lease or value of real property, discipline or dismissal brought against an individual, and, if matter is concluded, vote to release said minutes and to adjourn."

    I wonder if this arises from remarks by councilor Peloquin at the last council meeting.

    If so, good for her.

    CHAPTER 39 MUNICIPAL GOVERNMENT
    (Section 23A to 23C Repealed, 2009, 28, Sec.20)

    Reasons for Convening Executive Session
    (M.G.L. Chapter 39, S.23B):

    * 1. To discuss the reputation, character, physical condition or mental heatlth -- rather than the professional competence -- of an individual. (See Rights of Individuals)
    * 2. To consider the discipline or dismissal of, or to hear complaints or charges brought against a public officer, employee, staff member or individual. (See Rights of Individuals)
    3. To discuss strategy with respect to collective bargaining or litigation if an open meeting may have a detrimental effect on the government's bargaining or litigating position. Also, to conduct strategy sessions in preparation for negotiations with non-union personnel; to actually conduct collective bargaining and contract negotiations with non-union personnel.
    4. To discuss the deployment of security personnel or devices, e.g., a sting operation.
    5. To investigate charges of criminal misconduct or to discuss the filing of criminal complaints.
    6. To consider the purchase, exchange, taking, lease, or value of real property if such discussion may have a detrimental effect on the negotiating position of the government body.
    7. To comply with the provisions of any general or special law or federal grant-in-aid requirements (generally privacy).
    * 8. To hold an initial screening, (including interviews if they are part of the initial screening process) of candidates for employment if an open meeting would have a detrimental effect in obtaining qualified candidates.

    My Guess it’s a combo of Reason #1/#2.
