9. Vote to confirm the appointment of Roger Caouette of Southbridge to the Protection of Persons and Property Subcommittee for a one-year term effective August 1, 2012 through July 31, 2013.

10. Vote to confirm the appointment of Monique Manna of Southbridge to the Protection of Persons and Property Subcommittee for a one-year term effective August 1, 2012 through July 31, 2013.

11. Vote to confirm the appointment of Lawrence Spinelli of Southbridge to the General Government Subcommittee for a one-year term effective August 1, 2012 through July 31, 2013.

12. Vote to confirm the appointment of Michael Jaynes of Southbridge to the General Government Subcommittee for a one-year term effective August 1, 2012 through July 31, 2013.

Vote to ratify the agreement with AA Transportation, Inc., to lease 40,345 square feet of parking at 185 Guelphwood Road at a monthly rental fee of $1,500.00 effective July 1, 2012 and ending June 30, 2013 with the right to extend this lease three (3) times for three (3) successive one-year periods commencing July 1, 2013, July 1, 2014 and July 1, 2015 respectively.

14. Vote to ratify the contract between the Town of Southbridge and Industrial Protection Services for the purchase of 25 complete air pack units and to test and recertify our existing 15 air pack units for a total cost of $150,000.00, said funding from existing Capital Borrowing.

15. Vote to approve the new recruitment process for Deputy Chief as detailed in Town Manager’s memo dated 8/15/12.

16. Vote to ratify the contract between the Town of Southbridge and KMS Actuaries for the GASB 45 OPEB actuarial study in the amount of $5,900.00.

17. Vote to ratify the appointment of the Master Planning Steering Committee consisting of Rosemarie Alicea-Lamoureux, Carlos Garcia, Joan Greenberg, Arnold Lanni, Patrick Loconto, Christopher Morse, Cynthia Neil, Philip Pettinelli and Karen Pickarski and nine (9) adhoc subcommittees.

    I followed the link explaining item 16, but what is GASB?

    1. GASB stands for Government Accounting Standards Board. It is the professional agency that establishes the guidelines for what constitutes proper accounting policies for government entities. It is the government oriented equivalent of the FASB (Financial Accounting Standards Board) that performs a similar function for private businesses. The difference between the two stems from fundamental philosophical distinctions in the assumptions related to government versus private business accounting.

  2. I would like to know how long the old, and new, councilors, are going to allow this dog and pony show of introducing businesses and departments? If you want to do that, put it at the end, not the beginning, or better yet, film an infomercial for airing on cable. It doesn't believe in a Town Council meeting.

And my i say that i as a voter am disqusted they put the likes of that BLOW HARD spinelli back on a committee dont they get it they didnt want that loser on council and i for one dont want him on a committee. But i guess its shit as usual with Clemence who i saw at spinellis house the other day. this is so sickening wake up southbridge corrupt people are running your town!!

The problem with too many people in this town is that they a) can't see that this has become a council of friends and family, on both sides, or b) the voters are so apathetic that they couldn't care less. To the person who posted, but who's post was removed, you don't think I believe for a moment that you'd vote for Lazo, a good guy, and Spinelli and Clemence? Please, at least make your argument somewhat realistic. If you voted for the latter two, I'm thrilled that you didn't vote for me. I took a stand on every issue, so your lack of comprehension is in need of assistance. Sitting on the fence is a bad thing when I don't believe Obama and Romney are the best we have to offer? You're right, I should toe a party line and vote for someone while holding my nose--that's an awesome way to elect a president. Why is it that people like you always hide anonymously? I ran for TC twice, which is more than you've ever done. Trying and failing is not a bad thing. Never having tried? You can deal with that. As for Lebanon Hill resident, thank you for your kind words!

  6. Two decisions of the past, be it in by-laws or charter changes, have disenchanted and disenfranchised voters. I don't think that the decisions to not elect councillors by precinct or the moving of the polling places to the Community Center were meant to do this, but they have disenfranchised a large sector of the community. You may ask me where are my facts? My answer to this is just take a look at the council or the school committee. Are there any minorities represented? I would like to know the percentage of the voter turnout from those areas of town that are primarily minority. My prediction is that minority turnout is very low.

    Turnout could be low for any number of reasons but I think high on the list would be, besides a general case of voter apathy, inability to get to the polls and that there is no candidate that shares my culture or heritage.

    I feel that going back to electing councilors from precincts and moving the polls back to precincts would do a lot to solve the low voter turnout and make our "representative" elected bodies truly councils and committees of the people of Southbridge.
